WHY HAITI MATTERS TO THE CUBA WATCH
Cuba is the focus. Haiti, the Dominican Republic, Jamaica and the Turks and Caicos Islands are watched because of their proximity to Cuba: intelligence and military operations on Cuba can be carried out from them. For each, we collect how it deals with Cuba — trade, black market, smuggling, migration, legal or not.
Across the Windward Passage from eastern Cuba (about 80 km). Watch: boats and migrants crossing to and from Cuba, goods and fuel smuggled toward Cuba, Cuban personnel and programmes in Haiti, foreign forces and missions operating close to Cuba's eastern coast and Guantánamo.
